1. The minutes of the meeting held on 3rd July 2017, having previously been circulated, were taken as read.

2. Declarations of Interest

Cllr. Howell declared a pecuniary interest in item no. 3c.

3. Matters Arising from the Minutes

(a) Casual vacancy.  The parishioner present may be interested in joining the council.  

(b) Highways matters: White lines:  Mike Peeke confirmed that these will be refreshed later in the year.  Lambwath Lane ditch:  Mike Peeke has looked at the ditch and hopes to be able to pipe a short section.  He will contact the adjacent landowner, Burton Constable Estate.

Railway line car park: the track is not public highway. Mike Peeke will find out who has responsibility and will forward the parish council's request for chippings to be spread.

(c) Old Ellerby phone kiosk: the contract has been received from BT.

(d) Broadband cabinet:  this has been installed in Old Ellerby, but is not yet active.

(e) Ellerby Cottage: Andrew Nelsey of ERYC has attended the site and confirmed that vehicles have been removed as requested.  He has now closed the case.

4. Planning Applications

(a) Appeal allowed: variation of agricultural occupancy condition, The Conifers.

(b) Plan refused: 14/00806, wind turbine Ellerby Grange.

(c) 17/02444: Mill Stables.   Previously seen by planning committee.  No comments

5. Highways and Grounds Maintenance

(a) ProW:  Cllr. Parker will speak to Burton Constable Estate about a fallen tree blocking a footpath.    She has also contacted Andrew Chudley about a sinking lid at New Ellerby platform.

(b) Overgrown hedge: Cllr. Jamieson will look at the hedge near Southfield garden centre which is overgrown.

6. Correspondence Received

(a) ERYC:  Code of Conduct training.  Cllr. Howell will attend on 2nd November.

   Temporary speed restriction, A165.

   Rural Strategy annual review - circulated by email   

(b) Audit 2016-17: the audit has now been completed with no matters raised.
